Governance & Lines of Authority
- Purpose of governance: ensuring transparency and integrity in managing the association through clear authorities and responsibilities, preventing conflicting decisions, and separating the supervisory and executive roles.
- Adopted principles: administrative and financial transparency, accountability, fairness in service delivery, efficient use of resources, and separation of powers.
- Decision rules: operational decisions are issued by the executive director, while strategic decisions are approved by the board; any instruction outside the line of authority is void and non-binding.
- Delegation: the executive director may delegate some authorities by a written, time-limited delegation that cannot be re-delegated.
- Conflict of interest: all staff must disclose any conflict of interest; using a position for personal gain is prohibited.
- Accountability and discipline: all staff are subject to accountability and investigation of any violation per the internal regulations.
- Review and update: the governance system is reviewed annually and amendments are approved by the board.
Core governance rule: no employee or volunteer may take direct instructions from anyone other than their direct manager, and any breach of the lines of authority is an administrative violation.
Authority Levels & Responsibilities

| 04. Executive Director | Chief executive, running daily operations, implementing plans, supervising departments and branches, periodic reporting. |
| 05. Department & Branch Managers | Implementing programs and activities, managing teams, periodic reporting to the executive director. |
| 06. Staff & Volunteers | Following administrative instructions, carrying out assigned tasks, working per the job description. |
Organizational Structure
Under the supervision of the executive director, the structure consists of the following departments and branches:
- Accounts Department: accounts manager, senior accountant and branch accountant.
- Aid Department: aid manager, reception officer and assessment research officer.
- Warehouses Department: warehouse manager, storekeeper and transport officer.
- Procurement Department: procurement manager.
- Human Resources Department: HR manager, personnel affairs and volunteers.
- Customer Service Department: customer service manager, service team officer and collection representative.
- Volunteers Department: volunteers manager.
- Home for Homeless Children: general supervisor, home manager, accounts, specialists, supervisors and warehouses.
- El-Mahalla El-Kubra Branch: branch manager, accounts, restaurant officer, reception, warehouses and customer service.
- Cairo Branch: branch manager, volunteers, accounts officer, aid officer and reception.
